How the author describes it
Charoite is found in the mod’s Sift dimension, including Charoite Ore in Siftslate variants. The author also lists Charoite among possible loot from abandoned portals. Exact ore distribution and portal-loot chances are not supplied in the project description.
Enchanting trade-off
At an Enchanting Table, Charoite may replace Lapis Lazuli. The author says this adds 20 levels to the required experience and increases each rolled enchantment that can normally exceed level I by one level. The increased level appears in the preview, so the player can see the result before committing.
Anvil restriction
An item enchanted using Charoite cannot later be combined with another item in an Anvil, according to the author. It can still be renamed. This limit matters before spending valuable equipment and experience, and it distinguishes Charoite from a simple stronger Lapis substitute.
